New Harrisburg Police Chief PierreRitter was sworn in by Mayor Linda Thompson on Wednesday. Wearing his dress blues, Harrisburg Police veteran Ritter took the oath of office during a ceremony at City Hall. Thompson said Ritter, who has 29 years on the city’s police force, was promoted to police chief for his ability to protect and serve. Ritter had been a captain on the force, overseeing the department’s patrol division. Ritter said that he shares Thompson’s vision for putting more police on the city’s streets, adding that when he began his career with the department he walked a beat in the downtown Harrisburg. "I will serve the city with honor and fidelity," Ritter said. His is a York native. Ritter’s friends and family attended the ceremony. York’s new Mayor Kim Bracey also attended the ceremony. Bracey happened to be in Harrisburg Wednesday on other business, but was glad to be able to support Ritter. "I am very proud of the fact that he has been chosen," Bracey said of Ritter’s appointment. Harrisburg Police Chief PierreRitter can get paid again. By a slim 4-3 vote, the City Council approved an accounting maneuver Monday night that would free up funds in the chief’s budget to cover Ritter’s $90,000 salary and the pay of five other colleagues for the rest of the year. The council’s vote also ended, for now, a months-old dispute over Mayor Linda Thompson’s decision to hire Ritter and her own senior aide Barbara Vayo — whose $60,000 salary is budgeted in the chief’s office this year — at salaries that were $10,000 higher than approved in the city. City Controller Dan Miller put a hold on the paychecks Thanksgiving week when the appropriated amount for salaries in Ritter’s office was exhausted. He also said he wouldn’t accept the administration’s bid to retroactively assign the salary cost for one of three police officers in the chief’s office to another budget line without Council’s approval. With the council’s consent, Miller said he could authorize the paychecks as early as Tuesday.
